MISCELLANEOUS BILLING MODULE This module allows the user to issue bills like deposit,
reconnection, meter charge, meter testing, etc. The purpose of having this
module is to allows the billing supervisor to issue bills directly to a consumer
thereby by-passing certain procedures. Eg. Change of ownership deposit
bills.
